Fallout 3: Game of the Year Edition for ipod instal

Reinstalled steam version, and everything is the same, except that selecting the vault radio at the party now does NOT crash windows, but there is no volume for the radio although the setting shows the slider at its default position. I decided to delete everything related to any steam or cd install of the game, and start clean.

The only way I was able to recover was to ctrl-alt-del and sign out. Everything sounded normal until I try to play the vault radio, then the game crashed windows hard.

until I reach the party and I get my pip-boy. Then when I start the game and raise the Master volume, all sounds are on and work, strangely.

When I go into options - audio, all the sliders do nothing to fix the problem, except that the Master slider, when moved all the way to the left, kills the noise. The noise persists all through the intro slides, and during the game menu. Steam game starts but instead of normal sound, I get noise that I can only describe as most like an old dial-in internet connection. Have the cd-roms from way back when, but cant get them to work now - thanks to Games for Windows Live. I just purchased and installed this great game on my Win 10 rig.
